ICF Core Set Vision Loss
When the International Classification of Functioning, Disability and Health (ICF) was endorsed by the WHO in 2001, it represented the outcome of a unique international collaborative exercise that produced not only a paradigm shift in our understanding of functioning and disability, but also a complete classification tool that, for the first time, made health and disability information comparable around the globe. By constructing an exhaustive classification, it was clear that the ICF was not directly usable as a practical tool in daily practice, i.e. clinicians needed only a fraction of the categories adopted by the ICF. Responding to the need for ICF-based tools for clinical practice, the development of ICF Core Sets was started. The ICF Core Sets provide health professionals with invaluable tools tailored to any disease or disability. A comprehensive ICF Core Set is a list of ICF categories that includes as concisely as possible the typical spectrum of problems in functioning for persons with any disease or disability. An ICF Core Set provides an important tailor-made tool as it informs (measurement) themes in research and treatment policy in clinical practice, based on international consensus. Unlike other diseases and disabilities, such as hearing loss, no research groups in the field of ‘low vision’ have taken the opportunity or responsibility to develop an ICF Core Set Vision Loss, as the steps that are prescribed by the World Health Organization (WHO) and efforts to reach worldwide consensus can be quite challenging. The added value for an ICF Core Set Vision Loss is that it has the potential to lift research and treatment outcomes and policy to a higher level as they will meet the themes that are indicated as most relevant to patients and practitioners around the world, in developed and less developed countries. In addition, the Core Set can contribute to the development of standardized evaluation instruments, documents, treatment guidelines or the mapping of areas for the improvement of quality of life. The aim of this project is the development of an internationally accepted, evidence-based, reliable and valid ICF Core Set Vision Loss for adults with irreversible eye disorders causing visual impairment and blindness. Design and study population: the development of the ICF Core Set Vision Loss proceeds in 3 major phases. (1) the preparatory phase: a systematic review about research outcomes in vision loss and a qualitative Delphi study performed across the 6 WHO regions, (2) the international consensus conference and (3) validation phase in which the usability and impact of the Core Set will be investigated within different expert groups and low vision services. Feasibility of study: A 48-month PhD study will be conducted which will be guided and advised by experts in the field of low vision rehabilitation, quality of life and ICF. Our legacy of close collaboration with low vision services and international network will guarantee a successful patient recruitment and research environment to develop the ICF Core Set Vision Loss. Knowledge transfer and consolidation: The results of the research will be submitted to journals, disseminated via social media, presented at (inter)national conferences and a PhD-thesis will be written. The datasets of the study will be available for the international public. Patients and professionals will be involved from the start of the study.
