Abstract: Virtually all products now developed using biotechnology, genetic engineering, and chemistry are technology complex, incorporating many different inputs. While this alone complicates R&D efforts, there is also the added complexity of potentially relevant intellectual property (IP) rights held by third parties, attached to these inputs. For example, R&D for a new vaccine might have used numerous inputs with corresponding third-party proprietary rights attached: research tools, recombinant techniques, DNA sequences, transformation vectors, cell lines, adjuvants, and delivery services.").
