Political Parties and Good Governance in Romania

Year: 2009
Type: preprint
Abstract: Variables related to political competition, such as party system institutionalization, polarization, and robust political competition are favorite explanations for governance reforms in post-communism. In this paper, I investigate to what extent party-based theories, which often focus on the experience of Central European countries, can also explain the evolution of political governance further east, in the case of Romania. I argue that robust competition and orther measures of inter-party competition do not adequately explain the evolution of Romanian institutions of state monitoring and oversight, such as anti-corruption, audit courts, and civil service laws. I then explore the incentives of politicians for engaging in such refoms, with special attention to the President-Parliament conflict that can arise in a semi-presidential republic.
