Abstract: This paper reviews recent changes in marijuana policies and the decisions that confront jurisdictions considering alternatives to traditional marijuana prohibition. Marijuana policy is not a binary choice between prohibition and the for-profit commercial model; several other supply options should be discussed. The paper also addresses other key decisions about taxation and regulations, as well as potential consequences of legalization.
