Abstract: The deregulation of banks and of financial markets has been the fashion of the 1980's. To evaluate the arguments that are advanced concerning the design of the banking system and concerning the future direction of banking activities properly, however, it is worthwhile to study the origins of these regulations. The same is true of what previous generations thought constituted experience-derived sound banking practice.1 While this theme will not explicitly be developed in this essay, it is my hope that the discussion of historical experiences with highly leveraged expansions and crisis-like contractions will provide some perspective on present day financial firm crises as well as on recent financial scandals.
