Abstract: The authors have found a typographical error. The sentence ''Using a 10% tolerance for error, we obtain a more welldefined criterion K & 0:1 2=x 2 '' on page 3, right-hand column should read ''Using a 2.5% tolerance for error, we obtain a more well-defined criterion K & 0:025 2=x 2 .'' This correction does not affect the conclusions of the work.
