Abstract: The Egyptian education system seems to be training too many people for the available jobs in Law, Commerce, and so on, while leaving a high proportion of the population illiterate. The incrementalist approach for appraising this situation, with either the manpower requirements or cost-benefit planning view, is not adequate for solving the problem. The structuralist approach suggests that substantial changes in the education system require corresponding changes to political, social and economic relationships. Maybe intuition and conviction would be a better appraisal system. Something certainly needs to change and education appraisal must take a wider view than it does currently.
