Political Evolution and Civil Service Reform
Year: 1900
Type: article
Abstract: It will be remembered that the direct improvement of the civil service was but the lesser part of the benefits expected from civil service reform. When the Act of 1883 was passed it was believed, and with good reason, that the operation of the law would set up such tendencies toward improvement in the character of our politics that its bene- ficial results would be felt throughout the whole frame of government. The result has been a bitter disappointment.
