Abstract: The Upper Goulburn Regional Library Service covers a large area, but has the lowest population density of any library service in Victoria. Library management wished to gain information to maximise use of the service and decided to achieve this by a survey of non-users. This article describes the project brief, design and administration of the survey, and detailed findings. Evidence from the survey suggests that between 55% and 78% of current non-users are potential users of the Upper Goulburn Library Service. Indicators for future planning were to promote the service more generally within the community, and to introduce more technology-based services.
