What matters more: The job training program or the background of the participant? An HLM analysis of the influence of program and client characteristics on the wages of inner-city youth who have completed JTPA job training

Year: 1998
Type: article
Study design: Observational Study
Abstract: This study examines the extent to which the wages received by graduates of Chicago Job Training Partnership Act (JTPA) youth programs are more closely correlated with the type of program in which the client participated or with the client's personal history. The relative importance of program characteristics vs client characteristics is modeled for African-American, Hispanic and Caucasian youth Title IIA participants. The study found that while both client and program characteristics affect employment placement wages, the type of program in which the client participated was a particularly critical factor for the wages received by African-American youth trainees. Members of this group who participated in occupational skill training and training programs which had operational ties to industry did particularly well with regard to wage rate at placement. In contrast, for the other youth program graduates, the wage received after training was primarily associated with client characteristics.
