Abstract: 1 In this paper CEC refers to the Visegrad-4 (Czech Republic, Hungary, Poland and Slovak Republic) and two Balkan countries (Bulgaria and Romania).2 Our analysis does not include macro-economic policies even though studies show that macroeconomic policies, and specifically exchange rate manipulations, are important tools of trade policy which may significantly affect income of producers and consumers (Krueger, Schiff and Valdes, 1992; and OECD, 1994 and OECD, , 1995 and OECD, and 1996)).We refer elsewhere for an analysis of the importance of exchange rate policies in this framework (Bojnec and Swinnen, 1997;and Lemoine, 1995).
