Abstract: Aided by increasingly powerful analytical tools, transport project evaluation has become a rapidly evolving process. At the same time, it should be acknowledged that the decision-making process in such transport problems -and with it the role of evaluation -is changing.Indeed, while back in the 1960s and 1970s, projects were often carried out solely because of their perceived economic benefit (e.g., much of the major road-building projects) or prestige and technological endeavour effects (e.g., the public financing of Concorde), other factors such as public acceptability and sustainability from an environmental point of view are becoming increasingly important.Especially public attitude has gained in importance, increasing accountability of policy-makers.This applies specifically to large-scale projects with major budgets and large geographical or demographical impacts. This volume edited by Pearman et al. contains a selection of the proceedings of a workshop held in November 2000 in Brussels, with the stated purpose of bringing together people involved with different aspects of evaluation of transport projects.Specifically, the focus was to discuss the needs of transport users and the potential of evaluation to help in satisfying these needs. The book is split into three main parts. The first part looks at the changing role of evaluation. The second part is concerned with technical issues related to evaluation, especially the link between transport development and economic performance. The third and final part deals with at changes in the actual decisionmaking process, and the role of appraisal therein. The first section of the book with contributions by Mackie and Nellthorp, Lauridsen, Peters, and Larsen, is in many respects its strongest part. The authors discuss differences between the theoretical model, in which appraisal is the prime input into the decision-making process, and the real-world process, in which
