Funding Foci, Cost Effectiveness, and Recipients' Priorities for Global Health: Are US Foundations More Responsive than Official Development Assistance?
Year: 2009
Type: preprint
Abstract: Adding to official development assistance (ODA), global health is also receiving increasing resources from US-based private foundations. Amid growing budgets and funder diversity, aid responsiveness to recipients’ priorities and needs are central concerns. Merging datasets on international health funding, disease burden, cost-effectiveness and perceived priorities in 27 low- and middle-income countries, this study offers the first national-level snapshot of global health aid allocation. The analysis shows that ODA in 2006 was only marginally more responsive to disease burden than grants by the five most prominent US foundations yet both demonstrated geographic and disease-specific biases and both ignored local priorities.
