Children in poverty: Can public policy alleviate the consequences?
Year: 2011
Type: article
Abstract: A theory of change derived from social exclusion leads to goals for children that include not only human capital, but assurance of basic rights and wellbeing. The choice of goals goes beyond social science to underlying values of the society. Most developed societies, including the US, profess a strong belief in the importance of children's wellbeing. Our policy evaluation criteria should reflect that belief.
