Non-Communitarians: Refugee and Asylum Policies
Year: 1999
Type: book-chapter
Abstract: While the internal dimension of immigration policies has been an integral part of EC co-operation ever since the 1957 Treaty of Rome, immigration policies vis-á-vis third-country nationals, and the related issue of asylum, became a serious EC concern only in the mid-1980s. Developing the single market and abandoning internal border controls were seen as conditioned upon the establishment of common control at the external borders. This resulted in the attempts to harmonize immigration policies with respect to non-EC citizens, and asylum policies as well. As it will emerge, there are important disparities in harmonization of the two policy areas.
