An Exploratory Research on the Situational Factors Affecting Corruption in Public Procurement Procedures

Year: 2010
Type: preprint
Abstract: Although increasing attention has been devoted in the criminological literature to the causes of corruption, there is still a need for further research in this domain. In fact, scant attention has been devoted to the analysis of the situational factors that shape corruption practices in public procurements. This paper aims at filling this gap by identifying what situational factors play a role in corruption practices related to public procurement procedures. Such exploration relies upon two important requirements: the need to be crime-specific and to analyze the details of crime commission in relation to a specific situation where corruption practices take place. Taking these requirements into account and using the script approach, the paper points out the different steps that characterise corruptive relations in public procurement procedures. Data drawn from selected Italian case-studies are analysed in order to understand how corruptive events unfold by classifying the procedural aspects and procedural requirements of the crime commission. This enables identification of the situational factors that appear to be necessary and sufficient for the establishment of corruptive relations in public procurement procedures.
