Are the Czech Elderly Poor?

Year: 1998
Type: article
Abstract: The paper is interested in the economic dimension of population ageing and seeks to answer the question of whether the Czech retired elderly are poor or not.In doing so the author analyses at first various objective indicators of their standard of living (e.g.relation of mean income and mean pension, pension income inequalities, the proportion of the elderly who are below the Czech poverty line, consumption patterns etc.), and secondly using the Dutch subjective poverty approach he presents various indicators of subjective poverty. He comes to the conclusion that as far as objective poverty is concerned, the Czech elderly are not really poor though their living standard is in many cases not very high.On the other hand, from a subjective perspective, about 30-50 per cent of them perceive their situation as poor. Finally, the relation of concepts of poverty and social exclusion is mentioned briefly. It is argued that a feeling of social exclusion can be a function of age and of inevitable events which come with age: retirement, the loss of a partner, chronic disease, and moving out. Therefore, not only poverty but a broader concept of social exclusion of the elderly should be a focus of Czech social policy.
