Abstract: In environmental planning of Colombian municipalities directly or indirectly has incorporated the concept of ecosystem services, in environmental planning instruments: payment for environmental services, the declaration of regional and local protected áreas, the inclusion of the main ecological structure in the municipal territorial ordering, protection of strategic areas for water conservation, and including the management of the risk in plan of territorial ordering of the municipality This paper aims to contribute to the spatial identification of important zones by the capacity of ecosystems to offer services to society, and contribute to successful decision making related to the question, ¿where can implement effective instruments municipal planning? To meet this objective was developed a spatial multicriteria analysis model; for the evaluation and weighting of the criteria and indicators of methodology used was the method of paired comparison Saaty; following the proposal of aggregation of individual judgments (AIJ) to a homogeneous group of experts. The implementation and sensitivity analysis was performed in the ArcGis® software, considering the cartographic data of territorial ordering plan. The results showed that the model developed is consistent and that zoning obtained is reliable; to pose the foundation for further work in a spatial model involving an inhomogeneous group of experts.
