Year: 2014
Type: article
Abstract: This article examines the implementation of regional innovation\npolicies by focusing on a selected group of bureaucrats and\nevaluating the characteristics of the doctrines of action they utilize\nwhen creating innovation. The data used in the article were collected\nthrough in-depth interviews conducted with 21 employees in the Trade\nand Industry Departments in two county administrations, the offices of\nInnovation Norway in two counties and the Agricultural Departments\nof two County Governors’ offices. The primary task for all the\ninterviewed employees is to facilitate innovation within their respective\ncounties. The analysis shows that the employees’ doctrines are\ncharacterized by being interpretations of what, according to different\ntheories of innovation, is necessary to create innovation. The\nstrategies used by the employees in both the Trade and Industry\nDepartments and the Innovation Norway offices are very similar to\nwhat is prescribed by the theories of innovation, while the doctrines of\nthe officials in the Agricultural Departments deviate from these\ntheories.
