Abstract: Region of the country is treated as an open megasystem that consists of many interconnected complex network systems. Classification of such systems on the basis of ordered motion of flows is performed. The main approaches to investigation of complex systems are described. Theory of evaluation is considered as a tool for analysis of network systems. Purpose and subject of evaluation of the systems are formulated. The main problems of evaluation are analyzed and the ways of further research are determined.
