Abstract: Brain drain is the emigration of persons who have high technical ability based on “achievement demand” and lots of external factors and is the inevitable outcome of human capital abiding by flowing rules itself and pursuing maximization of value and utility. Since 1990s, increasingly international competition for talents makes the brain drain of developing countries more and more serious. Based on theoretical analysis to brain drain, this paper has made systematically research on new characteristic of brain drain in our country, and has put forward the suitable countermeasure that dealing with the brain drain, which according with the situation of our country.
