Abstract: Russian Abstract: Постсоветская Россия – пример общества, переживающего преобразование социально-экономической и политической системы. В 1990-е гг. основные направления, и практики происходивших изменений определяла политическая элита. Особенность российской модели трансформации состояла в том, что одним из главных игроков политического процесса стала региональная элита, которая сосредоточила в своих руках значительный властный ресурс.В силу специфики переходных обществ процесс формирования структуры постсоветской политической элиты имел ряд специфических особенностей, анализ которых способствует с одной стороны пониманию сущности самой политической элиты, ее роли в системе трансформирующегося общества, с другой – раскрывает характер изменений политической системы, позволяет увидеть направление этих изменений. Статья раскрывает особенности формирования региональной политической элиты в условиях социально-экономической и политической трансформации постсоветской России. Особое внимание уделено проблеме институционализации политической системы, низкий уровень которой во многом обусловил формирование элиты как слабо консолидированного конгломерата закрытых структур, с ориентацией на местного лидера и высокой степенью конфликтности внутри структуры. English Abstract: Post-Soviet Russia is an example of society going through a transformation of socio-economic and political system. In the 1990s, the principle directions and practices were determined by political elite. A distinctive feature of the Russian pattern of transformation consisted in the fact that one of the main players in the political process was the regional elite that concentrated a considerable power resource under their control.Because of the specificity of transitional societies, the process of formation of the structure of post-Soviet political elite was characterized by a number of specific features, the analysis of which on the one hand helps to understand the nature of political elite, its role in the system of society undergoing transformation, on the other hand, it discloses the character of changes in political system, allows to see the direction of these changes.The article reveals the specific features of formation of regional political elite in the conditions of socio-economic and political transformation of the post-Soviet Russia. Special attention is paid to the problem of institutionalization of political system, the low level of which to a large extent caused the formation of elite as a weakly consolidated conglomerate of private structures with orientation at the local leader and a high degree of conflict capacity inside the structure.
