Abstract: * The authors would like to express their gratitude to the participants of the seminars at Boston University and the University of Illinois for very useful discussions. They are however very particularly indebted to P. J. N. Sinclair, the Managing Editor of this Journal, and to a very conscientious referee, whose extremely thorough and detailed comments and helpful suggestions led to substantial improvement of the paper and helped them avoid a number of mathematical slips.
