Abstract: One of the ANCs key election promises during the run-up to the 1994 election was 'homes for all'. This promise subsequently formed the basis of the Reconstruction and Development Programme (RDP) in terms of which the South African government committed itself to delivering free low-cost housing to those who could not afford to purchase or build their own homes.
