Year: 1991
Type: article
Abstract: Illegal aliens are included in the population count that determines congressional reapportionment. The author argues that, since illegal aliens are not eligible to vote, their inclusion in the reapportionment base violates the constitutional principle of one person one vote.In support of this argument the author examines Supreme Court reapportionment jurisprudence and various models of representation.
