Reconsidering rural development: Using livelihood analysis to examine rural development in the former homelands of South Africa

Year: 2017
Type: other
Abstract: ‘Rural development’ as concept and focus of \npublic policy is comparatively new, having \nemerged in the post-war period. Much of the \nimpetus for ‘rural development’ arose in the \ncontext of newly decolonised, low-income \ncountries, where particularly development \neconomists mooted the ability of the smallscale \nand subsistence agricultural sector to \nproactively contribute to national economic \ndevelopment. Early efforts to promote rural \ndevelopment were, therefore, not driven simply \nby the promise of increasing rural employment \nand food production. Instead, it was \nbelieved that rising agricultural productivity \nwould drive national development by freeing \nup a marketable surplus, attracting foreign \nexchange, and providing a market for domestic \nindustrial production.
