Abstract: Latin American comprises a whole of countries whit social dynamics of recent history. The fullness of it republican lives initiate, to be tendency to a permanent social evolution, in constant change. The educational theories export for other latitudes, bring like consequence that inside of the national educative politics, to evoke the needs of a social education sociality relevant, and that moreover, be sure of that is possible the born of Latin socioeducatives theories. The politic venezuelan welter chance to part of the restoration of the representative democracy in January of 1858. We speak of reform dice for 1970. This action was criticated and rejected for the university community, and the government of then, decide to censure, flatten and close the Central University of Venezuela. The university doesn’t can maintain unhamed in viler of the changes of happen out of the classrooms.
