Abstract: The Panel members would like to draw attention to the fact that in the arrangement of the evaluation material, each of the chapters is intended to be essentially complete in itself.Thus, there is some repetition of content between the Conclusions, the Recommendations and the main body of the document, as well as, of course, with the Executive Summary.The Panel requests the indulgence of the reader in this matter.
