Abstract: In Senegal, where education takes up about 35% of the national budget, where the increasing number of pupils in urban contexts is such that classes have had to be doubled up, where there is much school loss due to early drop-outs or repeats, and where qualitative and quantitative disparities between public and private teaching are constantly growing, it seems necessary and urgent to change the policies governing formal education.
