Abstract: A government goal that one fifth of New Zealand’s social housing will be provided by community housing providers by 2020 received a setback in March 2015. One of New Zealand’s largest community organisations, the Salvation Army, announced that it lacked the expertise, infrastructure and resources and was not sure the lives of tenants would be improved by its becoming a housing provider.
