Abstract: The instability of the external environment caused by the anti-Russian policy of a number of economic States, trade wars, high volatility of prices in the world financial and commodity markets, and other factors determines the relevance of the problem of adjusting the strategy of innovative development of the domestic economy.On the example of the project "international space station" by methods of game theory the problem of optimization of the manned program in the conditions of instability of the environment is simulated.
