Abstract: In this article, the author aims to set out how a standard economic planning tool, multi-criteria analysis (MCA), can be used to help plan allocation of mobile explosive ordnance disposal (EOD) teams between regions in a humanitarian mine action program and solicit comments on how the model could be developed.
