Abstract: Modular bootstrap equations provide important information on three-dimensional quantum gravity. This paper describes a new set of bootstrap equations associated with the Z3 elliptic point, while so far only those associated with the Z2 elliptic point have been extensively studied. The new equations give rise to a much stronger upper bound for the dimension of the first nontrivial primary.
