China's foreign aid in East Africa: Decentralising cooperation

Year: 2019
Type: dissertation
Abstract: This thesis unveils the structure of China's foreign aid from the perspective of decentralised cooperation. It examines the role of subnational actors in initiating and implementing China's aid programmes in East Africa, particularly in the sectors of construction, agriculture, health, and education. Relevant Chinese aid programmes in Uganda and Tanzania are analysed on the basis of data collected from fieldwork to illustrate how subnational governments and enterprises in China have supported and sustained these programmes. The thesis further brings about two major ramifications of the decentralised structure of China’s foreign aid. Decentralised cooperation and the participation of subnational actors in it have contributed to the rise of new Chinese communities in host countries, where members are bonded with subnational identities and are becoming active in bridging more resources from their respective hometowns with host countries. Meanwhile, the inadequate capacity, technical or communicative, of these subnational actors has reduced to some extent the effectiveness of the aid programmes they carry out.
