Policy networks in dutch water policy

Year: 1995
Type: article
Abstract: Next to the well known protection against flooding, Dutch water policy consists of two main subsectors, water supply and ground water protection, and surface water quality management. In this article special attention is given to the characterisation of these subsectors with two network-variables, being `mutual commitment ' and `interrelatedness'. Also the dynamics of change of these features and their relation with policy opportunities are treated. The water supply sector was forced into bigger companies and more cooperation by the pressure of the environmental challenge, that made it impossible to go on with `pumping and billing'. Though the sector in that sense became more integrated, this was accompanied by an increased need to do business with other interests, like agriculture. The surface water quality subsector moved from a very integrated community into a more open structure. This openess is however to a large extent `organised ' by the sector itself, by including other interests in their councils and committees. Both subsectors increasingly choose for a consensual approach to deal with these other interests. 1
