Abstract: Since the enactment of the National Environmental Policy Act (NEPA) of 1969, comparative state environmental policy studies have ranged from case studies to systematic input-output analyses. At the present time, however, we still do not know a great deal about the conditions that promote or inhibit state environmental management. This is due to a number of problems that have plagued previous research including, for example, a lack of theory, a reliance upon cross-sectional (versus longitudinal) analysis, limited measures of environmental effort, and inadequate techniques of analysis. The purposes of this article are to review and critique much of this literature, to identify sources of data on states' environmental efforts, and to suggest some remedies for these problems for the next generation of research inquiry.
