Abstract: This book emphasizes that resumption of large scale world food aid programs requires donor countries to examine past programs and evaluate their positive and negative attributes as they may affect economic development, relate to objectives of improving diets and welfare, and impinge on the agricultural producers of low-income countries. The book analyzes the dimensions of food programs in the past and the resulting lowering of incentives in the recipient countries. It then considers the legislative and contractual terms of past food aid programs, and the contributions of these programs to the economic conditions of the recipient nations. It examines the validity of counterpart monetary fund contributions and the use of such monies in lieu of food donations.Potentials and prospects of utilizing future food aid programs are examined. The text also contains basic data tables, a bibliography, and reviews of related studies. The P.L. 480 Program in India is considered. It will be of interest, and value, to economists, and, although somewhat technical, of general interest to agriculturists and agronomists. It is suggested that the book will be of interest to politicians, but the reviewer suspects that it will require translation for most.-H.D.
