Abstract: I maintain that Uganda is the " true centre of Africa," geographically, administratively, commercially, and from the standpoint of military strategy, missionary propaganda, and general civilised advancement.Ruanda would be ruled out if my scheme of partition materialised, as that province would go to the Belgian Congo. With reference to tbe proposal of Zanzibar, which meet* with strong criticism from "Africanus," it will be recalled that in discussing the question of the formation of an East African ecclesiastical province, it was suggested that the See of Zanzibar should be the Archiepiscopal headquarters.Personally, I should certainly prefer to see Uganda, tbe most Christianised land in Central Africa, become the premier See.Ever since the discovery by Speke of the source of the Nile, at a spot on which now stands the small but thriving township of Jinja, and the linking-up of that township by means of rail and marine communication with the Indian Ocean, men's eyes have looked towards the Victoria Nyanza, and the source of that great river which connects Uganda with the Mediterranean, and whence the establishment of through rail and water communication is only now probably a matter of a few months. The Victoria Nyanza is Uganda, and Uganda is the Victoria Nyanza. In other words, Uganda is Africa's natural hub.C.
