Abstract: Neo-Synthesis is an approach that incorporates synthesis and governance approaches to public social policy implementation.The hypothetical model builds on previous models and incorporates elements of the interactive approach.It emphasizes active participation on the part of affected communities in the policy formation, reform and street-level implementation phases in an effort to increase intended legislative objective outcomes for target communities.
