Abstract: Accessibility and range of services are important aspects in order to measure the government administration in providing basic services for its people. Network analysis is used to identify current services locations within the city of Semarang in order to increase the level of service facilities. The use of the OpenStreetMap database which is rich in spatial information is able to map in detail the coverage of basic services for education and healthcare in the city of Semarang. Therefore with the use of geographic information system technology, it can be a monitoring and evaluation tool that is appropriate for policy makers in formulating public policies.
