Abstract: Zum politischen Kontext der aktuellen Reformdiskussion in UngarnUngarns Staats-und Parteiführung sieht sich seit einiger Zeit einer Reihe von Problemen gegenüber.Im Wirtschaftsbereich, wo die Wiederherstellung des außenwirtschaftlichen Gleichgewichts als oberstes Ziel gilt, macht ihr z.B. zu schaffen -die hohe Westverschuldung des Landes, die Gefährdung der äußeren Liqui dität, die 1982 beinahe zum Antrag auf Umschuldung geführt hätte, -die Stagnation des Wachstums, -die Senkung der Realeinkommen und -die Verzögerung des Strukturwandels.Im Bereich der Gesellschafts-und Kulturpolitik sind es -als Reflex auf die wirtschaftlichen Schwierigkeiten --"Anzeichen zunehmender Unruhe und Besorgnis in der Bevölkerung"1 -vor allem über das tendenzielle Absinken des Lebensstandards, und zwar insbe sondere der Bevölkerungsteile, die keine Möglichkeit haben an der legalisier ten "second economy" zu partizipieren und so die Realeinkommensverluste zu kompensieren; gleichzeitig ist zu berücksichtigen, daß dem weiteren Aus bau der staatlichen Sozialleistungen ebenfalls gesamtwirtschaftlich bedingte Grenzen gesetzt sind; -Anzeichen einer gesellschaftlichen und nationalen Identitäts-bzw.Bewußt seinsproblematik, die sich u.a.als "Krise der Werte" manifestiert, d.h.im Neben-und Gegeneinander differierender Wertvorstellungen2 wie in denis c h e r P r e s s e d ie n s t, 2 3 .9.1 9 8 2 .I m H e rb s t 1 9 8 2 w a re n n e u n Z e h n te l d e r u n g a r is c h e n B e v ö lk e r u n g d e r Ü b e r z e u g u n g , ih r L a n d h a b e m it w irts c h a f tlic h e n S c h w ie r ig k e ite n z u k ä m p f e n , e in F ü n f te l e r w a r te te e in e w e ite r e V e r s c h le c h te r u n g d e r ö k o n o m is c h e n S itu a tio n .M it s te ig e n d e m B ild u n g s g ra d d e r B e f r a g te n w u r d e d ie B e u r te ilu n g d e r W ir ts c h a f ts la g e d e s L a n d e s w ie d e r p e r s ö n lic h e n m a te r ie lle n S itu a tio n p e s s im is tis c h e r .P a r te im itg lie d e r , in s b e s o n d e r e F u n k tio n s tr ä g e r , b e w e rte te n d a b e i d ie Z u k u n f ts a u s s ic h te n k r itis c h e r u n d z e ig te n m e h r B e s o r g n is a ls P a r te ilo s e .V g l.F a r k a s , K a ta lin -P a ta k i, J u d it: T o v ä b b r o m lik a g a z d a s ä g i k ö z h a n g u la t.
