Abstract: الملخص يهدف البحث إلى معرفة إمكانية تطبيق موازنة البرامج والأداء في وزارة المالية، وبيان دورها في تعزيز الرقابة المالية في وزارة المالية، بوصفها أداة للتخطيط والرقابة على الفعاليات والأنشطة وإمكانية إجراء التغييرات الضرورية لتنفيذ تلك الموازنة، والتي تعمل على التقليل من الهدر في المال العام عن طريق تخفيض النفقات العامة غير الضرورية. وتكونت عينة البحث من مديري ورؤساء الأقسام والموظفين العاملين في وزارة المالية الديوان العام صنعاء (قطاع الموازنة وقطاع النفقات)، وتم استخدام المنهج الوصفي التحليلي في عرض معلومات البحث وتحليلها وتفسيرها، وكان إجمالي الاستبانات الموزعة (80) استمارة استرد منها (78) استمارة صالحة للتحليل الإحصائي بنسبة (97.5%) من إجمالي الاستبانات الموزعة. وتوصل البحث إلى وجود إمكانية لتطبيق موازنة البرامج والأداء في وزارة المالية اليمنية. It also aims to state the impact of applying the program and performance budget in strengthening financial control in the Ministry of Finance، as a tool for planning and controlling events and activities and the possibility of making the necessary changes to implement that budget، which works to reduce waste of public money by reducing unnecessary public expenditures. The research sample consisted of managers، heads of departments and employees working in the Ministry of Finance، and the Ministry’s General Office (Sana'a). The descriptive analytical approach was used in presenting، analyzing and interpreting research information، and the total distributed questionnaires were (80). The research found that it is possible to apply budget programs and performance in the Ministry of Finance. Furthermore، there is a statistically significant effect of applying budget programs and performance in strengthening financial control.
