Abstract: Chronic homelessness is an issue of great importance to both micro and macro social work practitioners. This project will contain a policy analysis of the City of San Francisco's current and past approaches to addressing the needs of the unhoused. The goals are ( 1) to assess the strengths, weaknesses, and overall efficacy of different initiatives to date; (2) analyze the approaches of comparable cities; and (3) make policy recommendations for San Francisco based on best practices from the research. To conduct this project, I will utilize the critical theory paradigm and draw on a combination of Hankivsky et al.'s intersectionality-based policy analysis framework, Bowen and Murshid's trauma-informed policy framework, and "Health 2020," the WHO's European policy framework. As one of the most obvious and persistent manifestations of inequality, addressing homelessness in San Francisco should be a top priority for social workers and policymakers alike.
