Type: book-chapter
Abstract: This chapter provides a conceptual overview of the challenges of intergovernmental collaboration, with an emphasis on the role of leadership. It will begin with a systematic analysis of leadership scholarship both within public management and broader management literature highlighting the most dominant theories related to leading within the context of collaboration. Following this, using over 64 coded interviews from five countries and ten studies of national and local collaborative digitalisation projects, we examine key leadership strategies used to handle collaborative complexity, focusing on common leadership competencies and problem-solving approaches across the cases. The chapter ends by providing general lessons for theory and practice.
