Abstract: The world has become a global market with the development of communication and transportation technologies. In order to increase the benefit that can be obtained from the market, countries evaluate the products to be exported and imported by making use of various analyses. In the study, it is aimed to cluster the countries according to the product groups they import and export. In this way, countries will be able to dominate the markets where they can import some products that cannot be produced due to various reasons such as natural resources, cost, climatic conditions, labour force or that require high costs. In addition, countries will be able to create a market for the products they produce or develop within their borders if appropriate conditions are provided. For this purpose, OECD countries consisting of 37 countries are considered in this study. While the data to be used in the analysis of the study are obtained from the World Trade Organisation; the data cover the period between 2012-2021.Cluster analysis techniques were used in the analysis of the study in which 18 exported and imported product groups were used.During the analysis, cluster analysis techniques suitable for the numerical data structure were used.Expectation Maximisation and Canopy were the most appropriate techniques for clustering OECD countries. In the study, countries were divided into four groups in terms of exports and imports, while the number of clusters was obtained from the formulation frequently used in the literature.Considering the results obtained, although Canopy algorithm and Expectation Maximisation algorithm produce similar clusters, it is observed that the country distributions in Canopy algorithm are more balanced.
