Abstract: Institutionalizing local participatory democracy policies is one of the main difficulties encountered by their promoters. They fail to meet four criteria for an institution: permanence, depersonalization, recognition, and predictability. Nevertheless, public participation policies continue to become increasingly numerous, accompanied by constant calls to renew citizen participation experiments. Through their framing as instruments of permanent change, these democratic innovations have altered the very means through which they have been disseminated and perpetuated as components of public policymaking. These experiments may not have become institutions, but they do have real effects in terms of capitalist marketization, administrative bureaucratization and political personalization. Studying the practices of actors involved in participatory administration and institutional design reveals how they deal with a framework that leads them to value experimentation over institutionalization.
