Abstract: Countries, while preparing their general budgets, have been working diligently to reach a state through which they can achieve their strategic goals at the highest estimate and seek to reach specific goals as a way of steadfastness in cases where the situation is turbulent, whether by force majeure or emergency circumstances, and since these two circumstances of force majeure and emergency circumstances have effect in the non-implementation of the set goals or achieving some of them, even if in a modest way. The future goals, which are the goal of governments and the ultimate wish in dealing with the dilemmas that the world is familiar with today, and for all of this, we have decided to delve into the midst of this research, which is the safety valve of peoples and the criterion for the success of governments in order to achieve the government of services, implementation police to democratic life. general budget, and the second is devoted to addressing the problems that plague the implementation of this budget, and we conclude in the third the feasibility of monitoring its implementation and effectiveness of its success
