Abstract: This article examines theories that Nazi Germany had a plan to extend the Final Solution to the Near East, to Shanghai, and beyond Europe’s borders more generally. It argues for a strictly pan-European interpretation of the Final Solution policy as it unfolded in history, while acknowledging the implications of the Nazi Weltanschauung for Jews around the world who might have fallen under Nazi occupation.
