Challenges and Risks of Implementing the Russian «smart Power» and Tools for Overcoming Them

Abstract: Alternative management methods, such as smart power or the potential of digital technologies, are not fully used by the Russian Federation. Many areas of this work, such as, for example, interaction with compatriots living abroad, remain uncovered. The purpose of the study is to analyze the current state of the state’s work with Russian compatriots living abroad through the prism of smart power. Based on the results of the analysis, weak positions in the work of Russian government bodies with compatriots living abroad were identified, and ways to solve the problem using existing digital capabilities were proposed.
