Abstract: The use of an ecosystem approach for the development of inclusive tourism can signif-icantly increase the availability of tourism services for people with special needs. At the same time, it is extremely important to choose an optimal strategy for the for-mation of this ecosystem, taking into ac-count a large number of options for the par-ticipation of potential stakeholders. The goal of the present paper is to develop an economic and mathematical model of the inclusive tourism ecosystem which can be used to substantiate the choice of the opti-mal strategy for its development.
